Nurpur sits in Kangra district but has its own police district, set up to deal with smuggling in the border belt. Its record shows a rising curve. In 2025 the Nurpur police registered 96 NDPS cases and arrested 175 people, up from 79 cases and 134 arrests in 2024, according to The Tribune. Police recovered about 1.76 kg of chitta that year and seized property worth Rs 30.53 lakh from drug peddlers.
2026 is moving faster. On 15 September, an arrest of two young men from Pathankot with 6.44 grams of chitta was reported as the 100th NDPS case registered by Nurpur Police this year. Many of the people caught are in their late teens and twenties, and many are local.
Kandwal, Damtal and Indora: the border belt
Most chitta enters from Punjab. In January 2026 police stopped three men from Hoshiarpur near the Bhadroya toll barrier at Damtal and found 70 grams of heroin hidden in a motorcycle's meter panel, as reported by The News Mill. In June 2026 the CIA team near Milwan in Indora recovered 264.6 grams of heroin from a car's steering, a commercial quantity that The Tribune linked to a trafficker with cases in Jammu and Kashmir, Punjab and Himachal.
The same month, three more people were caught near the Chakki bridge at Kandwal. In July 2026 police arrested a man at the Nurpur bus stand with 15.43 grams of chitta, and a 19-year-old passenger on an HRTC bus coming from Pathankot with about 10 grams. Two repeat offenders from Indora tehsil were detained for a year under the PIT NDPS Act. In September, a government bus driver was caught with 3.7 kg of poppy husk.
Jawali and Fatehpur
Jawali faces a different supply line. The Tribune reported that dealers from Mandi district had built a local network in the Jawali subdivision, and that police registered 20 NDPS cases and arrested 31 people there during 2024 and 2025, including a seizure of over 8.7 kg of charas within a single week, as described in this report. Around Fatehpur, Rehan and Raja Ka Talab, heroin cases in 2026 have led police to the people financing the supply, not only the small sellers.
Overdose deaths are rising across Himachal
The Chief Minister told the state assembly that drug overdose deaths in Himachal went from 8 in 2023 to 31 in 2024 and 27 in 2025, as ETV Bharat reported. Nurpur has felt this directly. In February 2025 a young man from Thakurdwara, near Indora, collapsed after an overdose and was later found dead in a nearby forest, according to The Tribune. Every one of these deaths was a family's son.
Sharab and illicit liquor
Alcohol does quieter damage, and the Nurpur belt has an illegal supply of its own. In July 2026 a joint police team destroyed nearly 20,000 litres of lahan, the raw wash used for home-brewed liquor, in the Damtal area. In April 2024 state excise teams seized over one lakh litres of lahan in the Mand area of Indora tehsil. Unlicensed liquor carries a real risk of poisoning; in January 2022, spurious liquor killed seven people in Mandi district.
