One of the three people arrested was from the Dharamshala area, and police said they were also looking at how women are being used as couriers.
Where the drugs come from
Figures from Kangra police, reported by The Tribune, show 149 NDPS cases and 245 arrests in the district in 2024. Of those arrested, 215 were from Himachal itself. Police seized 24 kg of charas, most of it grown in the state, and 873 grams of heroin that came in from Punjab and Jammu and Kashmir. In the first months of 2025 there were another 67 cases and 120 arrests.
In June 2026, Kangra police broke up a heroin network run from Jalandhar under Operation Naya Savera and arrested 16 people. Investigators found eight distribution points across the district, with drugs left at agreed spots and payments sent through QR codes and Lok Mitra Kendras. Earlier, in February 2025, Dharamsala police arrested a key supplier while he was collecting payment, and a senior officer said most district peddlers had links in Kapurthala, Tarn Taran, Hoshiarpur and Jalandhar.
Overdose deaths are rising
The Chief Minister told the Assembly that eight young people died of drug overdoses in Himachal in 2023, 31 in 2024 and 27 in 2025, as reported by ETV Bharat. The same report cites an IGMC survey in which more than 34 per cent of young people in de-addiction centres were using chitta. NDPS cases across the state rose 28 per cent in 2025. Inside Kangra district, The Tribune reported in February 2025 that a boy from Thakurdwara, near Indora, collapsed after an overdose and was later found dead in a forest.
Sharab, the addiction nobody counts
Alcohol rarely makes the news until it kills. In January 2022, spurious liquor killed at least seven people in the Salapper area of Mandi district. Across India, the AIIMS-NDDTC report Magnitude of Substance Use in India found that only about one in 38 people with alcohol dependence reports getting any treatment.
