Search for government de-addiction centres in Shimla and most of what comes back is not from Shimla at all. It is private centres in Punjab and Haryana with "government approved" written on the page and a mobile number that rings in another state. So we went through the actual government records instead, and this is what Shimla district really has.
Some of it will be useful to you today. Some of it is a gap, and we have said so plainly rather than padding the list to look impressive. One finding in particular is worth knowing before you start phoning around: there is no Addiction Treatment Facility under the central scheme anywhere in Shimla district.
This page is published by Eshan Charitable Trust, a registered nasha mukti kendra in Kangra. We are a private charitable trust, not a government centre, and we never claim otherwise. We have included ourselves at the end and labelled it. Government facilities change, so please ring before travelling.
- IGMC Shimla is the main government route for addiction and overdose, through its psychiatry department and a 30-bed psychiatry ward.
- DDU Zonal Hospital at Ripon lists mental health and drug de-addiction among its in-house services, with an everyday OPD in the middle of town.
- Himachal Hospital of Mental Health and Rehabilitation at Boileauganj is the state's only dedicated mental hospital, with 62 beds.
- Nav Jeevan at Mashobra is the state's first government de-addiction centre only for women, opened in June 2026.
- What is missing: no central-scheme Addiction Treatment Facility in the district, and no verified government long-stay residential rehab for men. For months of residential care, most Shimla families still end up private.
The Short Answer on Government De-Addiction Centres in Shimla
For free government treatment in Shimla district, start at the psychiatry OPD at IGMC Shimla or the mental health and drug de-addiction service at DDU Zonal Hospital, Ripon. For a woman who needs residential care, Nav Jeevan at Mashobra is the state's first government women-only centre. The Himachal Hospital of Mental Health and Rehabilitation at Boileauganj handles serious psychiatric admissions. In rural Shimla, ask at the civil hospital at Rampur, Rohru, Theog or Chopal and ask specifically whether a psychiatrist visits. Ring 14446 free for referral.
Detail on each of the government de-addiction centres in Shimla, with what it can and cannot do, is below.
The Verified List
Every one of the government de-addiction centres in Shimla below is drawn from a state government source, a government hospital's own website or mainstream reporting. Where we could not confirm something, the table says so rather than guessing.
| Facility | Where | What it does | Residential? |
|---|---|---|---|
| IGMC Shimla, Department of Psychiatry | Indira Gandhi Medical College, Shimla | Psychiatric and de-addiction care, overdose management, 30-bed psychiatry ward | Admission possible, short term, subject to beds |
| DDU Zonal Hospital, Ripon | Cart Road, near the local bus stand, Lower Bazar, Shimla 171001 | Lists mental health and drug de-addiction as an in-house service, with daily OPD | Mainly outpatient |
| Himachal Hospital of Mental Health and Rehabilitation | Boileauganj and Tutikandi area, Shimla | The state's only dedicated mental hospital, 62 beds, psychiatric admissions including substance-related illness | Yes, psychiatric admission |
| Nav Jeevan Women's De-Addiction and Rehabilitation Centre | Mashobra, Shimla district | First government de-addiction and rehabilitation centre in Himachal exclusively for women | Yes, for women |
| Civil hospitals in rural Shimla | Rampur, Rohru, Theog, Chopal and others | Where a psychiatrist is posted or visits, basic psychiatric and de-addiction support and referral | Generally no, ask locally |
| District Mental Health Programme, Shimla | Through the district health system | Identification, counselling and referral to the right facility | No |
| Addiction Treatment Facility under the central scheme | None in Shimla district | The three in Himachal are at AIIMS Bilaspur, PHC Kalpa in Kinnaur and Regional Hospital Kullu at Dhalpur | Varies by site |
IGMC Shimla: The Main Government Route
Of all the government de-addiction centres in Shimla, Indira Gandhi Medical College is where most government addiction care actually happens. The state mental health authority records a 30-bed psychiatry ward at IGMC, which makes it one of only two tertiary psychiatric units in Himachal alongside Dr RPGMC Tanda.
What it is good for
- A psychiatrist assessment, which is the single most useful first step and far easier to get someone to agree to than "rehab"
- Medically supervised withdrawal management where admission is possible
- Overdose and medical emergencies, since it is a full hospital with everything else on the same campus
- Treating depression, anxiety or psychosis that sits underneath the substance use
- Medicines from the essential drug list at government rates
- A written diagnosis, which helps if you later approach any other centre
What to be realistic about
It is a busy tertiary hospital serving the whole state. Psychiatry beds are limited and are needed for serious psychiatric illness as well as addiction, so a planned long residential stay is not what IGMC is set up to provide. Think of it as the place that stabilises someone medically and tells you what you are dealing with, not the place he lives for four months.
When the Chief Minister launched the women's centre in 2026, he made exactly this point: care in the state had focused on medical intervention through institutions like IGMC, and the gap was in the rehabilitation that should follow.
DDU Zonal Hospital, Ripon: The Easiest Door to Walk Through
Deen Dayal Upadhyay Zonal Hospital, which most people in Shimla still call Ripon, sits on Cart Road near the local bus stand in Lower Bazar. Its own hospital website lists mental health and drug de-addiction among its in-house services.
| Detail | Information |
|---|---|
| Address | Cart Road, near Local Bus Stand, Lower Bazar, Shimla, Himachal Pradesh 171001 |
| OPD timings | Monday to Saturday, 9.30 am to 4.00 pm |
| Emergency | 24 hours |
| Phone | 0177-2658941, and 0177-2812565 for 24-hour emergencies |
| Service listed | Mental health and drug de-addiction, in-house |
For a family in Shimla town this is often the most practical first visit. It is central, it is reachable without a long journey, and a hospital OPD visit carries far less stigma than the word rehab. Ring first and ask which day the mental health service runs, because small services often operate on fixed days rather than every morning.
Himachal Hospital of Mental Health and Rehabilitation, Boileauganj
This is the state's only dedicated mental hospital, in the Boileauganj and Tutikandi area of Shimla. The state mental health authority records its capacity as 62 beds. Its senior medical superintendent has also served as chief executive officer of the Himachal Pradesh State Mental Health Authority, which means the body that registers and inspects every de-addiction centre in the state is based in Shimla.
Be clear about what this hospital is. It is a psychiatric hospital, not a nasha mukti kendra. It admits people with serious mental illness, including people whose illness involves alcohol or drugs, and a proportion of its patients are destitute or have been abandoned by families. If someone needs psychiatric admission it matters a great deal. If what you want is a six-month residential recovery programme with group therapy and work therapy, that is a different kind of place.
Worth knowing as a Shimla family. Because the State Mental Health Authority sits in Shimla, you are closer than anyone else in Himachal to the office that can confirm whether a private centre is genuinely registered. Before paying any centre anywhere in the state, ask for its registration number and verify it. We explain what to check in our guide to the best rehabilitation centre in Himachal Pradesh.
Rural Shimla District: Rampur, Rohru, Theog and Chopal
Most pages about Shimla treat the district as if it stops at the Ridge. Police data says otherwise. Of 166 people charged in chitta cases in the district in one year, Rampur accounted for 47, Shimla town 42, Rohru 37, Theog 34 and Chopal 6, and roughly 75 per cent of arrested chitta smugglers came from rural areas rather than the town.
So a family in Rohru or Rampur is not on the edge of this problem. They are closer to the middle of it than many families in Shimla town, and they are further from every facility listed above.
What is realistically available locally
- The civil hospital in your tehsil, where a psychiatrist is posted or visits. Statewide, psychiatric and de-addiction services are provided at sixteen civil hospitals and five community health centres, so ask specifically whether yours is one
- The District Mental Health Programme team, which runs in every district and can identify, counsel and refer
- Referral onward to IGMC Shimla when more is needed
- The free helplines, which work the same from Chopal as from Chhota Shimla
The practical question to ask. Ring your civil hospital and ask one thing: does a psychiatrist sit here, and on which day? That single answer tells you whether you can be treated locally or whether the journey to Shimla is unavoidable. It is worth asking before you travel, not after.
The District Mental Health Programme
The District Mental Health Programme runs in every district of Himachal, Shimla included. It is not a building you can admit someone to. It is a team working through the district health system to identify mental illness, counsel, and refer people to the right facility.
The state's own mental health authority is candid that because of a shortage of mental health professionals, the programme's level of service is largely limited to identifying illnesses and referring patients onward. That is worth knowing so you are not disappointed. Used for what it is, as a way into the system and a source of referral, it is genuinely useful.
What Shimla District Does Not Have
A list of government de-addiction centres in Shimla that only tells you what exists is half a list. Here is the honest other half.
- No Addiction Treatment Facility under the central scheme. ATFs are set up inside government hospitals with full central funding, coordinated by NDDTC at AIIMS. Himachal has three, at AIIMS Bilaspur, PHC Kalpa in Kinnaur and Regional Hospital Kullu at Dhalpur. None is in Shimla district.
- No verified government long-stay residential rehab for men in the district. IGMC can admit for stabilisation, the mental hospital admits psychiatric cases, but a government three-to-six-month residential recovery programme for men is not something we could confirm in Shimla.
- No government halfway home. Nowhere supported to live for the months between leaving treatment and going back to the same street.
- Thin rural coverage. The tehsils with the heaviest chitta caseload are the furthest from the facilities.
- Beds are shared with general psychiatry. Psychiatry beds at IGMC serve the whole state and all psychiatric illness, not addiction alone.
This is not an argument for paying a private centre. It is an argument for going in with accurate expectations. Start with the free options, use them for what they are genuinely good at, and only look further if what you need is months of residential care.
The state is building. A 100-bed model de-addiction centre at Kotla Barog in Sirmaur has been sanctioned at a cost of ₹5.34 crore, and a second women's centre is planned at Tanda. Useful to know, and not useful this month.
This is the gap most Shimla families run into. The free options handle assessment and detox well, and then there is nowhere government-run for a man to spend the next three to six months. If that is where you are, we run a 180 day residential programme in the Palampur and Kangra belt, a few hours from Shimla, as a registered charitable trust from ₹12,500 a month. Far enough that nobody in Shimla need know, and priced for a family that would otherwise borrow. Call and describe the situation, and if one of the free options above still fits better we will tell you so.
The "Government Approved Nasha Mukti Kendra in Shimla" Trap
Search for government de-addiction centres in Shimla and you will meet this within about thirty seconds, so it is worth naming the pattern.
- The page says "government approved" or "government registered" but names no scheme, no registration number and no issuing authority
- The phone number is a mobile, often with a non-Himachal series, and the same number appears on pages for twenty other towns
- The same site has a near-identical page for Shimla, Mandi, Solan, Ludhiana and Jammu, with the town name swapped
- There is no street address you could actually visit, just "Shimla"
- It offers to send a vehicle to collect someone, which is not a lawful treatment service
- No doctor is named anywhere, only "experienced staff"
There is no such thing as a general "government approval" for a private de-addiction centre in Himachal. What exists is registration with the Himachal Pradesh State Mental Health Authority under the Mental Healthcare Act 2017, which is compulsory, carries a number, and can be checked. Running a centre without it can attract a penalty of up to ₹5 lakh. A genuinely government-run facility will be a government hospital or a named state scheme like Nav Jeevan, not an anonymous centre with a catchy phone number.
If you want the difference between the various names and labels explained in full, we have written about the difference between a rehab centre and a nasha mukti kendra separately.
How to Actually Use These Options
- If it is an emergency, stop readingUnconscious, not breathing properly, fits, confusion after stopping alcohol, or any talk of ending his life. Call 108 and go to the nearest hospital. IGMC handles overdose.
- Ring 14446 firstThe national de-addiction helpline is free and will give you referral guidance for your district. It costs nothing and it saves a wasted journey.
- Get a psychiatrist assessment before anything elseIGMC psychiatry OPD or DDU Ripon. Frame it to him as seeing a doctor about sleep or health, not as going to rehab. It is a far smaller yes to give.
- Ask three questions at whichever government facility you reachCan he be admitted here for withdrawal, how long for, and what happens after discharge. The third answer is usually the one that decides your next step.
- Ask about outpatient treatmentMedicines and counselling while living at home works for some people and is a much smaller commitment than residential care.
- Only then consider a private centreAnd if you do, verify the registration first, visit on a working weekday, and get the fees in writing. Our breakdown of rehab centre fees in Himachal Pradesh shows what the real range is.
If he has not agreed to any of this yet, which is extremely common, that is a separate problem with its own answers, and we have written a full guide on how to help someone who refuses to go to rehab.

Government or Private: An Honest Comparison
We are a private trust, so weigh what follows accordingly and judge the government de-addiction centres in Shimla against what you find yourself.
| What matters | Government in Shimla | Registered private or trust |
|---|---|---|
| Cost | Free or nominal | Roughly ₹12,000 to ₹40,000 a month in Himachal |
| Medical quality | Strong. IGMC is a teaching hospital with full backup | Varies widely, which is why registration matters |
| Detox | Available, properly supervised | Available at registered centres |
| Long residential stay | Limited in Shimla district | Three to six month programmes are standard. Ours at Eshan runs 180 days |
| Waiting and beds | Beds shared with all psychiatric illness | Usually admission within a day or two |
| Counselling time | Limited by staff shortages | Daily, depending on the counsellor ratio |
| Aftercare | Variable | Should be structured. Ask before admitting |
| Women | Nav Jeevan at Mashobra | Very few centres in Himachal take women |
The sensible route for many Shimla families is both: a government psychiatrist assessment and detox, then a longer residential programme if the pattern is years old and relapse has already happened once.

Where We Fit, and Where We Do Not
Eshan Pathania, Founder and Managing Trustee
Said plainly
We are not in Shimla. We are a registered charitable trust in the Palampur and Kangra belt of the Kangra valley, a few hours from most of Shimla district, and we are private.
If you can get what you need free at IGMC, DDU Ripon or Nav Jeevan, do that. We say this to Shimla families on the phone and we would rather say it here too. Where we are useful is the gap this page describes: a long residential programme at a fee an ordinary family can manage, when detox alone has not held.
Why Shimla families choose a centre in the Palampur and Kangra belt
Three reasons come up on nearly every call from Shimla, and none of them is about the building.
Nobody in Shimla knows
This is the first thing Shimla families raise and rarely the thing they say first. Shimla is a small town in the way that matters: the neighbours, the office, the school, the relatives. A centre in the Palampur and Kangra belt is far enough that treatment does not become the subject of conversation at home. We do not confirm to anyone that a person is here, and families are not asked to explain themselves to us either.
Distance from the dealer, not just the district
A few hours between him and the old supplier, the old friends and the old routes removes a set of triggers that willpower does not beat. This is a real clinical argument rather than a sales one, though we accept it happens to suit us. It matters most in the first months, which is exactly when relapse is likeliest.
Affordable, and clear about it
Residential rehab in India runs from about twelve thousand rupees a month to several lakh. We sit at the bottom of that range at ₹12,500 a month for shared residential care, as a charitable trust rather than a business, with the fees written down before admission rather than after. For a Shimla family that would otherwise borrow, that difference is the whole decision.
What a long programme adds
Government care in Shimla is medically strong and we have said so throughout this page. What it cannot currently offer a man is the months afterwards, because the state's own mental health authority is open about the shortage of mental health professionals. A 180 day programme buys daily counselling, group work, routine, family sessions and aftercare. That is the part that decides whether detox holds.
Our fees, stated plainly
| Plan | Room and diet | Fee |
|---|---|---|
| Shared Residential Care | Shared room, standard diet | ₹12,500 per month |
| B Caring | Deluxe room, twin sharing, upgraded diet | ₹25,000 per month |
| A Caring | Private room, single occupancy, upgraded diet | ₹40,000 per month |
| Medically supervised detox | Once, at admission | ₹6,000 one time |
Same treatment on every plan, only the room and diet change. If ₹12,500 is out of reach, call and say so honestly, because we reduce fees where we genuinely can. What a day actually involves is set out in our guide to what happens in a rehab centre.

Questions Families Ask About Government De-Addiction Centres in Shimla
Is there a government de-addiction centre in Shimla?
There are government de-addiction centres in Shimla, though not a single standalone government nasha mukti kendra for men. The main routes are the psychiatry department at IGMC Shimla, which has a 30-bed psychiatry ward, and DDU Zonal Hospital at Ripon, which lists mental health and drug de-addiction among its in-house services. The Himachal Hospital of Mental Health and Rehabilitation at Boileauganj is the state's only dedicated mental hospital with 62 beds, and Nav Jeevan at Mashobra is the first government de-addiction centre in Himachal exclusively for women.
Is there a free nasha mukti kendra in Shimla?
Treatment at the government de-addiction centres in Shimla is free or nominal, so the psychiatry OPD at IGMC Shimla and the mental health and de-addiction service at DDU Zonal Hospital are the practical free options in Shimla town. Nav Jeevan at Mashobra is the government centre for women. Ring the free helpline 14446 for referral guidance before travelling, because services and timings change.
What is Nav Jeevan at Mashobra?
Nav Jeevan Women's De-Addiction and Rehabilitation Centre at Mashobra near Shimla is the first government-run de-addiction and rehabilitation centre in Himachal Pradesh exclusively for women. It was inaugurated by Chief Minister Sukhvinder Singh Sukhu on 9 June 2026 and offers safe accommodation, medical treatment, psychological counselling, rehabilitation, social reintegration support and family assistance. A second centre of the same kind has been announced at Dr RPGMC Tanda in Kangra.
Does IGMC Shimla treat drug addiction?
Yes. The psychiatry department at Indira Gandhi Medical College is the main government route for addiction care in Shimla, and the state mental health authority records a 30-bed psychiatry ward there. It handles assessment, withdrawal management where admission is possible, overdose, and the depression or anxiety that often sits underneath substance use. It is not set up as a long-stay residential rehabilitation programme.
Is there an Addiction Treatment Facility in Shimla?
No. Addiction Treatment Facilities are set up inside government hospitals with full central funding, coordinated nationally by the National Drug Dependence Treatment Centre at AIIMS. Himachal Pradesh has three, at AIIMS Bilaspur, PHC Kalpa in Kinnaur and Regional Hospital Kullu at Dhalpur. None of them is in Shimla district.
Where can a woman get de-addiction treatment in Himachal?
Nav Jeevan at Mashobra in Shimla district is the state's first government de-addiction and rehabilitation centre exclusively for women, opened in June 2026. Before that, women in Himachal had very few options and families were often told to look outside the state. Most private residential centres in Himachal, including ours, admit men only, so Nav Jeevan is the first place to ask about.
What does "government approved nasha mukti kendra in Shimla" mean?
Usually nothing. There is no general government approval scheme for private de-addiction centres in Himachal. What exists is compulsory registration with the Himachal Pradesh State Mental Health Authority under the Mental Healthcare Act 2017, which carries a number you can verify. Pages claiming government approval without naming a scheme, a number or an issuing authority, and with the same mobile number across many towns, are usually private centres from outside the state.
Where should a family in Rampur, Rohru or Theog go?
Start with the civil hospital in your tehsil and ask whether a psychiatrist is posted there and on which day, because statewide only sixteen civil hospitals and five community health centres provide psychiatric and de-addiction services. The District Mental Health Programme can also identify and refer. For anything more, referral is usually onward to IGMC Shimla. This matters locally, because police data showed Rampur, Rohru and Theog each with more chitta cases than many parts of Shimla town.
Can someone be admitted for detox at a government hospital in Shimla?
Admission for medically supervised withdrawal is possible at IGMC subject to beds, and the psychiatry ward there has 30 beds shared across all psychiatric illness, not addiction alone. Ask directly whether admission is possible, for how long, and what happens on discharge. That third answer usually decides whether a longer residential programme is needed afterwards.
Is there a government rehab in Shimla for a long stay of several months?
Not one we could verify for men in Shimla district. IGMC can stabilise someone medically, the state mental hospital admits psychiatric cases, and Nav Jeevan provides residential rehabilitation for women. For a three to six month residential programme for a man, most Shimla families currently use a registered private or trust centre, which is the gap this page is honest about.
How do I check whether a Shimla rehab centre is registered?
Ask the centre for its registration certificate under the Mental Healthcare Act 2017, note the number, and verify it with the Himachal Pradesh State Mental Health Authority, which is based in Shimla. Registration is compulsory for every de-addiction and rehabilitation centre in the state, and running one without it can attract a penalty of up to five lakh rupees.
What does the DDU Zonal Hospital at Ripon offer?
Deen Dayal Upadhyay Zonal Hospital on Cart Road near the local bus stand in Lower Bazar lists mental health and drug de-addiction among its in-house services. OPD runs Monday to Saturday from 9.30 am to 4.00 pm, with a 24-hour emergency. The listed numbers are 0177-2658941 and 0177-2812565 for emergencies. Ring first to ask which day the mental health service runs.
Is the Himachal Hospital of Mental Health a nasha mukti kendra?
No. It is the state's only dedicated psychiatric hospital, in the Boileauganj area of Shimla, with 62 beds. It admits people with serious mental illness, including illness involving alcohol or drugs, but it is not a residential recovery programme with group therapy and work therapy. If someone needs psychiatric admission it matters a great deal, and if you want months of structured rehabilitation it is a different kind of place.
What should I do first if my son is using chitta in Shimla?
If he is unconscious, breathing poorly or having fits, call 108 immediately, because that is an emergency rather than a treatment decision. Otherwise ring 14446 for free referral guidance, then try to get him to a psychiatrist at IGMC or DDU Ripon, framed as seeing a doctor rather than going to rehab. Get an assessment and a written diagnosis before choosing any centre.
Is treatment at government centres really free?
Government treatment is free or nominal, with medicines from the essential drug list provided at government rates. Some tests or medicines outside the list may be chargeable. It is reasonable to ask at the counter what, if anything, you will pay before you commit to a course of treatment.
Are more government centres being built in Himachal?
Yes. A 100-bed model de-addiction centre at Kotla Barog in Sirmaur district has been sanctioned at a cost of 5.34 crore rupees, and a second government women's de-addiction centre has been announced at Dr Rajendra Prasad Government Medical College, Tanda, in Kangra. Neither is in Shimla district and neither helps this month, but the direction is the right one.
Will anyone in Shimla find out he is in treatment?
Confidentiality is the reason many Shimla families look outside the district in the first place, because Shimla is a small town in the ways that matter. A centre in the Palampur and Kangra belt is a few hours away, which keeps treatment out of local conversation, and a registered centre should not confirm to anyone that a particular person is admitted. Ask any centre directly what its confidentiality policy is before you admit anyone, and ask how calls from outsiders are handled.
What is the nasha mukti kendra number to call?
For free national help, the de-addiction helpline number is 14446 and Tele MANAS is 14416, both toll free and available in your own language. For an ambulance in an emergency, call 108. Our own number at Eshan Charitable Trust is +91 62304 15581, answered 24x7 on call and WhatsApp, and you are welcome to ring it about someone who has not agreed to treatment yet. Before calling any private centre, ask for its registration number under the Mental Healthcare Act 2017 and check it with the state mental health authority.
Should a Shimla family look outside the district for rehab?
Only if what you need is a long residential programme and the free options have been tried or do not fit. Start with IGMC, DDU Ripon and 14446, because they cost nothing. If a longer stay is needed, some families deliberately choose a centre a few hours away, since distance from the old dealer, the old friends and the old routes removes triggers that willpower alone does not beat.
A Last Word for the Family
Taken together, the government de-addiction centres in Shimla leave Shimla better served than most Himachal districts for medical and psychiatric care, and worse served than it should be for long residential rehabilitation. Both of those things are true, and knowing which is which will save you weeks.
So use the free options for what they are genuinely good at. Get the assessment at IGMC or DDU Ripon. Get the detox supervised properly. Use 14446 before you travel anywhere. If it is a woman who needs help, ask about Nav Jeevan at Mashobra, because it exists now and it did not a year ago.
And before you pay anybody anything, ask for the registration number and check it. The authority that holds those records is in your own town.
If what you need is the long stay that Shimla cannot currently offer a man, we are a few hours away in the Palampur and Kangra belt, registered, affordable and quiet about who is with us. Ring and ask, even if you end up going somewhere else.
